Market watcher says multiple factors behind Albertans' surging power bills

Like many Albertans, Timothy Wong was surprised to see the number on his July utilities bill. In June, his Epcor bill was $323, which was in line with previous statements. But in July, the amount jumped to $711, with the biggest chunk — $289 — for electricity.
